We have independently confirmed that we are getting traffic designated for other servers on our serverauction root server at hetzner. Pretty sketchy feeling to have this be the case for a hoster on the scale of hetzner.

How is this a problem? Every network interface should be treated as public, meaning you must use encryption and firewall rules.
Tje only time i had problems with wrong traffic were when domain owners didn't update their records for decommissioned servers.

Hetzner is a budget host so what do you expect? The same with OVH and other budget providers.
Their aim is to give you a network and a server. And the same network DDoS are launched from.
Go with a proper provider, better yet go colo and you won't get such noise.
