They enabled the feature too soon. It's gone from actively and infuriatingly terrible to occasionally somewhat useful, but a lot of people made up their minds early on that it was a net negative.
Sort of like AI in general, but to an even greater extent, since nobody tried to shove GPT2 down everyone's throats the way Google did when their own tech was at a similar stage of advancement.
